nw pension scheme

Hi all,
do you guys know anything about law changing in Oct 2012 regarding all employees being on a pension scheme? I do not quite understand how should I approach this with my employer.

basically he do not want to hear about giving us any money. I asked once if there is any pension scheme at work (1 year ago )and he said there is nothing .
As the law changes in 2012 I just wondering is he forced by law to put all his employees on a scheme if we wish?
is there any restriction on employees number?
It is up to me if I want to be on a pension scheme?
