Manufacturer states so many scoops to liquid but the dentist prefers it thicker or runnier.

just wondering if you guys woudnt mind helping me? Just on the end of my dental nursing course! And im struggling on a workbook! this one question i just cant seem to grip!

Can you identify any differences between workplace procedures or legislation and manufactures instructions? It says if i cant find a conflict, give an example, then explain the importance of following legislation?
